On the handle bare risers the retaining and adjusting bolt/screw haeds are hidden under the chrome plated plastic covers over them. Carefully, o so very carefully pry them off and adjust the bars however you want them, then reinstall the covers. I would wait on the reinstall in I was sure that is where the bars will end up.
